Report to the Kent Board of Education
June 2010
Reg. 1 Board of Education

Re: Region One
From: Jonathan Moore

Ag. Ed. Received a capital grant for $164,000. The benefit here is resources designated for this department can now be diverted to other areas.

HVRHS received a grant for $196,000 for the science center, which means construction can start this year.

Starting with this fall’s freshman class, the State now requires 25 credits to graduate. This is in conjunction with Public Act 10-111 that concerns educational reform in Connecticut. The legislature has approved this act but the Governor has not signed it into law. This act also to some degree mirrors the requirements put forth for phase II of the “Race to the Top” sponsored by ARRA. A decision on whether Connecticut will receive money from RTTT will be made on July 1. At that time the State has 90 days to accept or reject the money.  Conn. would receive $175m, $87.5m would go to all participating LEAs. The State has sweetened the pot by offering an additional signup incentive to LEAs worth a total of $23.9m. Reg. 1’s share would be $115,437 over four years or $4122 per town per year (assuming the money is divided equally 7 ways) to help offset the cost of implementing the program.  Reading the above act and the goal requirements of RTTT, there is overlap. This overlapping seems to point to the State implementing these changes anyway. Therefore, it would appear that “getting paid” to handle and implement the requirements makes sense. A further note: the four goals required by RTTT also mirror the changes already being implemented in Region 1.

I spoke with Mike Flint of CATV6 who covers the Region 1 Board meetings. Right now Cornwall and Kent are not included. It appears the problem is that Charter makes it “to difficult” for CATV6 to hook up with them, i.e., the requirements are to stringent and not worth the effort. Next step would be to find someone at Charter who can give their side of the story.
